On January 8, 2026, Resolution of the Council of Ministers of the Republic of Belarus No. 816 of December 31, 2025, “On Amendments to Resolution of the Council of Ministers of the Republic of Belarus No. 80 of February 14, 2022,” entered into force.
Resolution No. 816 revises the requirements for industrial products applied for their classification as products manufactured in the territory of the Republic of Belarus and updates the list of products, conditions, and technological operations under which industrial products are considered to be manufactured in the Republic of Belarus.
Resolution No. 816 supplements the following sections of the annex to Resolution No. 80:
Section 6 “Products of power engineering, electrical engineering, and cable industries”;
Section 10 “Products of the chemical and petrochemical industries”;
Section 13 “Products of the metalworking industry” is set out in a new edition.
Resolution No. 816 introduces the following new sections to the annex to Resolution No. 80:
Section 15 “Pumping equipment”;
Section 16 “Compressor equipment”;
Section 17 “Industrial pipeline fittings”;
Section 18 “Construction materials”.
For each item, specific requirements are established: from ownership of design documentation rights and the availability of service centers within the EAEU to specific technological operations carried out on the territory of Belarus, including the allocation of a minimum required number of points for their performance and the share of materials originating from EAEU countries.
Upon positive results of the examination, an expert report is issued, which makes it possible to obtain:
– admission to and preferences in procurement procedures, as well as tax payment benefits;
– inclusion of the products in leasing programs.
Information on products that meet the established requirements and on their manufacturers is entered into the Register of Industrial Products of the Republic of Belarus.
The changes are aimed at encouraging domestic manufacturers to increase production localization, to work more efficiently within the framework of import substitution programs, and to stimulate the establishment of new production facilities in Belarus.
Experts of the unitary enterprise “Minsk Branch of the Belarusian Chamber of Commerce and Industry” will assist in understanding the new requirements of Resolution No. 80 to successfully pass the examination and obtain the expert report..
