The role of independent assessment in confirming customs value was discussed at a meeting of the expert council at the Minsk Regional Customs.

The Minsk branch of the Belarusian Chamber of Commerce and Industry participated in a meeting of the expert council at the Minsk Regional Customs, which took place on October 23, 2025. The organization was represented by Deputy General Director for Expertise and Certification Irina Kutsko and leading appraiser Andrey Khomich.

The key topic of discussion was the role of independent assessment in confirming customs value, including for goods imported for personal use. Andrey Khomich delivered a comprehensive report on this issue, highlighting key aspects of appraisal activities and common mistakes that arise in practice.

The expert elaborated on the methodology for determining market value, which is primarily based on comparative and cost approaches. According to him, the majority of work is related to the appraisal of personal vehicles, while the examination of consumer goods and equipment is conducted less frequently.

In his presentation, Andrey Khomich emphasized critically important stages of assessment:

·         Direct, thorough inspection of the object.

·         Correct consideration of current market conditions.

·         Accurate reflection of the currency of calculation and VAT in the reporting documents.

·         Professional determination of the degree of wear and tear.

The economic feasibility of restorative repairs was also addressed. The expert explained that the established threshold of 70% of the value of a basic equivalent ensures a balanced and economically justified decision-making approach.

Furthermore, Andrey Khomich highlighted the necessity of verifying the accuracy of the assessment conducted by qualified specialists from the Minsk branch of the Belarusian Chamber of Commerce and Industry. This procedure allows for the confirmation of the correctness and validity of the results.

The meeting of the expert council served as an important platform for exchanging experiences and discussing pressing issues. Participants noted the significance of collaboration between experts and customs authorities to enhance customs optimization procedures.
