Seminar on Key Changes to the Requirements for Belarusian Industrial Products (Resolution No. 80 of the Council of Ministers)

A seminar on key changes to the requirements for Belarusian industrial products (Resolution No. 80 of the Council of Ministers) was held at the Minsk Office of the BCCI.

The event was attended by the Office’s management and leading industry experts, as well as representatives of industrial enterprises from the region.

The seminar was opened by Irina Kutsko, Deputy Director General of the Minsk Office of the BCCI. In her speech, she emphasized that Resolution No. 80 of the Council of Ministers of the Republic of Belarus dated February 14, 2022, is evolving into a unified industry-wide standard for determining what constitutes a “Belarusian product.” Obtaining a BCCI Expert Examination Report and subsequent inclusion in the Register of Belarusian Industrial Products give manufacturers access to preferential treatment in public procurement and procurement using their own funds, tax benefits, and government leasing programs.

During the main part of the seminar, the Office’s experts provided a detailed overview of the industry-specific changes:

  • Light Industry: Oksana Angur, Head of the Food and Non-Food Products Department, provided a detailed overview of Resolution No. 339 of the Council of Ministers dated July 2, 2026, which entered into force on July 8, 2026. The document supplemented Resolution No. 80 with a new Section 19, “Products of the Light Industry,” introducing uniform requirements and a point-based localization assessment system covering more than 80% of the industry’s product categories, including workwear and protective clothing, medical masks, porcelain tableware, and others. Particular attention was paid to the need to prepare the required documentation during the transition period, which runs until October 1, 2026.       

  • Photonics, Lighting Technology, and Mechanical Engineering: Maksim Smirkin, Head of the Machinery and Equipment Department, highlighted the changes to Section 1 of Resolution No. 80 concerning photonics and lighting technology, and also discussed the proposed amendments affecting domestic manufacturers of machine tools, industrial presses, injection molding machines, and crushing equipment.

Experts noted that a key overarching trend in the development of the legislation is the harmonization of national criteria with the regulations of the Russian Federation (Government Resolution No. 719), which facilitates the integration of Belarusian manufacturers into the industrial cooperation chains of the Union State.

The event concluded with a Q&A session, during which participants received comprehensive individual consultations from the heads of the relevant expert departments on the practical aspects of document preparation, localization point calculations, and the examination procedure.

The Minsk Office of the BCCI continues to provide comprehensive support to Belarusian enterprises in confirming their status as domestic manufacturers and protecting their interests in both domestic and international markets.
