New Rules for Including Goods in the Eurasian Register of Industrial Products: What Changes as of January 22

As of January 22, 2026, new rules approved by the Decision of the Council of the Eurasian Economic Commission dated November 19, 2025, have entered into force. The changes regulate relations as of January 1, 2026, and affect certain categories of pharmaceutical products and medical devices.

Key changes in the inclusion procedure

It is now possible to include products under 56 product items in the Eurasian Register of Industrial Goods under the following conditions:

  • 31 product items (ultrasound equipment, medicinal products, prostheses, etc.) are included in the Register subject to confirmation of compliance with special production conditions.
  • 25 products (medical masks, syringes, bandages, hearing aids, etc.) may be included on the basis of a certificate of origin in form ST-1.

Extension of the validity period of the simplified procedure

The validity of the list of products included in the Register on the basis of certificate ST-1 (Annex No. 1) has been extended:

  • For some products — until June 30, 2026.
  • For the remaining items — until the end of 2026.

If your enterprise manufactures the specified products and plans to participate in municipal procurements within the EAEU countries, it is necessary to familiarize yourself with the new requirements as soon as possible and ensure their compliance.
